The Seminar on Clean Energy-Based Electrification Modes
for Belt and Road Countries and the Seminar on Climate
Change Adaptation and Energy Transition for Belt and Road
Countries, organized by the National Research Institute
for Rural Electrification, MWR, P. R. China/Hangzhou Regional
Center (Asia-Pacific) for Small Hydro Power (HRC), have
successfully concluded. As the 195th and 196th international
training programs, the two seminars not only marked the
beginning of the 2026 training programs organized by HRC,
but also witnessed a shared journey toward green development.
60 government officials and technical experts from 14
countries, including Bulgaria, Costa Rica, Cuba, Egypt,
Ethiopia, Gambia, Greece, Indonesia, Malaysia, Nepal,
Nigeria, Palestine, Romania and Tš¹rkiye, crossed four
continents and gathered in Hangzhou. Among them, Greece
and Romania sent participants to HRC again after more
than two decades, opening a new window for experience
sharing and intellectual exchange between China and Europe
in the fields of green energy and climate governance.
At the opening ceremony, Xu Zhifeng, Director General
of HRC, extended a warm welcome to all participants, emphasized
the importance of capacity building in clean energy and
climate action under the Belt and Road Initiative, and
expressed HRC's vision of further deepening practical
cooperation with counterparts from around the world in
renewable energy.
The two seminars represented concrete actions to implement
the Global Development Initiative and South-South cooperation
on climate change adaptation, aiming to share China's
successful experience in clean energy development, rural
electrification, and green low-carbon transition, helping
Belt and Road countries enhance energy accessibility and
climate resilience. Focusing on the two core topics of
clean energy-based electrification and climate change
adaptation and energy transition, HRC invited renowned
experts to deliver presentations covering China's energy
overview, clean energy technologies, off-grid rural electrification
models, clean energy project financing and risk management.
To strengthen the integration of theory and practice,
the seminars incorporated extensive study tours. Participants
witnessed firsthand how green development empowers rural
revitalization at Yucun Village, the birthplace of the
concept of "lucid waters and lush mountains are invaluable
assets", explored how off-grid and microgrid technologies
move from blueprints to reality at hydropower stations,
and gained insights into how smart energy systems drive
modern industries at a power technology enterprises. They
also visited museums and wetland parks, experiencing the
cultural charm of Hangzhou while gaining a deeper understanding
of China's philosophy of harmonious coexistence between
humanity and nature.
Ideas grew through dialogue, and consensus was forged
through exchange. During interactive discussions between
Chinese and foreign participants, representatives from
various countries shared the development status, policy
bottlenecks, and practical challenges of renewable energy
in their respective countries. Chinese experts and participants
engaged in in-depth discussions on future technology introduction,
project matchmaking, and potential areas for collaboration,
transforming knowledge transfer into two-way interaction
and practical partnership. Participants shared their valuable
experiences from the seminars. Muhammad Ridhwan Bin Ahmad,
Senior Assistant Director of Technical Development &
Facilitation of Sustainable Energy Development Authority
(SEDA) Malaysia, noted that the seminar opened up new
cooperation opportunities for both sides, and that sharing
experiences and technologies in hydropower and solar energy
was highly valuable. He expressed the hope that both sides
could work together in policy development, technological
cooperation, and capacity building to jointly advance
energy transition. Carmen Mateescu, Senior Researcher
at the National Institute for Research and Development
in Electrical Engineering ICPE-CA of Romania, remarked
that China has demonstrated strong capabilities in the
construction and operation of renewable energy projects,
and that technologies learned including energy storage,
offshore wind power, smart grids, and energy digitalization
could be directly applied to industrial development in
her country.
At the closing ceremony, Dong Dafu, Deputy Director General
of HRC, stated that the successful organization of the
seminars was a concrete effort to proactively align with
the high-quality development needs of the Belt and Road
Initiative and precisely support the green and low-carbon
development goals of participating countries. The feedback
from participants was particularly heartfelt. William
Aguilar Nunez, Project Director of the Institute of Electricity
of Costa Rica, shared that he gained not only professional
knowledge but also friendships across borders. Ismailalexander
Atef Kamal Alawneh, Director of the Palestinian Electricity
Regulator Council, described the seminar as "an important
bridge connecting different peoples and cultures."
Acharya Prakash from Nepal even sang the Chinese folk
song "Kangding Love Song" spontaneously, bringing
the gathering to a warm and memorable conclusion with
a melody that transcended mountains and seas.
True friendship knows no distance and even thousands of
miles can feel close. This series of seminars has not
only established an important platform for regular exchange
and cooperation between China and Belt and Road countries
in clean energy and climate change, but has also strengthened
the foundation for talent exchange, experience sharing,
and joint technological development. Looking forward,
all parties will take this exchange as a new starting
point, continue exploring the potential for cooperation,
deepen practical collaboration in green energy, and work
together to build a beautiful future where humanity and
nature coexist in harmony. (2026-08-10)
