---Entrusted by the National International Development Cooperation Agency and the Ministry of Commerce of People's Republic of China, the "Seminar on Climate Change Adaptation and Energy Transition for Belt and Road Countries" was successfully held from June 5 to June 18, 2025 in Hangzhou. This seminar was the 178th international training program organized by HRC since its establishment in 1981, and a total of 25 participants from 7 countries, including Chile, Cuba, Grenada, Indonesia, Nigeria, Tunisia, and Uzbekistan were enrolled for the seminar.
Focusing on the pressing global issues of climate change adaptation and energy transition, the seminar adopted an innovative "theory + practice" teaching approach, providing participants with rich learning and exchange opportunities through in-class presentations, case studies, field visits, and discussions.
At the opening ceremony, Mr. Xu Zhifeng, Director General of HRC extended a warm welcome to the participants. He noted that climate change has become a common challenge for the global community, and energy strategies are pivotal in addressing this challenge. He expressed his hope that the participants could experience China's innovative explorations in green development and low-carbon transition, as well as its modernization achievements, and foster mutual learning through the seminar to jointly explore tailored paths for climate change adaptation and energy transition that align with each country's national conditions.
The seminar invited experts from the World Resources Institute, International Center on Small Hydro Power, Climate Change Research Center of the Ministry of Water Resources, Huadong Engineering Corporation Limited of Power China, Hohai University, and HRC to deliver lectures. Topics covered low carbon development and sustainablility, clean energy development and application, water resources management and climate change adaptation, hydropower development technology, green low-carbon energy transition, and multi-energy complementarity technology. Participants also conducted field visits to Xixi Wetland in Hangzhou, Laoshikang Hydropower Station and Fushi Power Station in Anji county, Tiexinqiao Water Experiment Center of Nanjing Hydraulic Research Institute, and NARI Group Corporation, gaining in-depth insights into China's development concepts and practical applications in climate change adaptation and new energy technologies. Additionally, participants presented country reports on development status, challenges, and experiences of their respective countries in related field, followed by in-depth exchanges. Furthermore, the seminar organized cultural experiences at Hangzhou West Lake, Nanjing Confucius Temple, Shanghai Huangpu River, and other locations, enriching the cultural life of participants and deepening their understanding of Chinese culture and the path of China's modernization.
At the closing ceremony, Mr. Xu Zhifeng underscored that countries along the Belt and Road represent key regions for climate change adaptation and energy transition. He emphasized the need to strengthen international exchanges and cooperation to jointly promote global climate governance and green low-carbon sustainable development. Ms. Esther Oluwambefunmi Olatunji, Deputy Director of the Office of the Head of the Civil Service of the Federation of Nigeria, extended her gratitude to the sponsor and organizer of the seminar. She called on all participants to translate the knowledge and experience gained into local practices and work together to promote sustainable development, reduce greenhouse gas emissions, enhance energy security, and address climate change challenges collaboratively. Ms. Mariem Soussi, Researcher/Assistant Professor of the National Research Institute for Rural Engineering, Water and Forestry of Tunisia, stated that the seminar provided a valuable platform for participants to explore China's cutting-edge technologies and practical cases, while reflecting on the practical application of climate adaptation and renewable energy transition. The event broadened the participants' knowledge and horizons, offering feasible approaches for their future work.
This seminar effectively promoted in-depth discussions on climate change adaptation and green energy transition among participating countries, further deepening international cooperation, technical sharing, and cultural exchanges among Belt and Road countries.
