---On June 13th, 2019, the Training Course on Construction & Safety Management of Hydropower and Dam for Lancang-Mekong Countries was successfully inaugurated in the picturesque city of Hangzhou. 33 officials from 5 Mekong countries including Cambodia, Laos, Myanmar, Thailand and Vietnam came to attend the 2-week training course. This is the 110th international training/seminar program undertaken by HRC. Mr. Jing Maotao, Deputy Director General of Dam Safety Management Center, MWR, and Mr. Xu Jincai, Director General of HRC were present at the opening ceremony and delivered speeches.
Mr. Jing mentioned in his speech, "Water is an important natural resource and valuable asset for the people's life in Lancang-Mekong countries. It is a preferential field of cooperation and also a pragmatic cooperation content for Lancang-Mekong countries. The training course aims to provide a technical exchange platform for Lancang-Menkong countries so that we can share the development expertise of safety management of reservoir dam and hydropower station as well as proven techniques and applicable solutions, exchange the status and experience of safety management for hydropower stations and dams in Mekong countries, and discuss about the safety management cooperation of hydropower stations and dams."
Mr. Xu said that hydropower has played a vital role in power generation, flood control, water supply, irrigation, etc. contributing a lot to the rapid development of national economy and improvement of people's livelihood. Besides, hydropower plants has also assumed the duties of frequency adjustment and peak-load regulation which is needed to the power system, so the importance of the construction and safety management of hydropower and dam is self-evident. China has attached great importance to the construction and safety management of hydropower and dam over the past years, and a series of regulations and rules, standard framework has been formed, which could be shared and exchanged with the professionals from Mekong countries.
On behalf of all representatives, Mr. Seng Rattanak, Chief of Bureau from Ministry of Environment, Cambodia expressed his sincere thanks to Ministry of Water Resources (MWR), Dam Safety Management Center, MWR and Nanjing Hydraulic Research Institute. He expected that the participants could learn about how China has been implementing strictly water resources management especially laws and regulation system and technical standards in the field of hydropower station and dam safety management in China. He also believed that every participant would take the achievements of this valuable training course to establish or develop their managerial systems on dam safety management, and improve the management level.
During the training course, presentations on different topics will be delivered and the study tour to the world-famous Three Gorges Dam and Nanjing Hydraulic Research Institute will be arranged. Besides, the exchanges on the conditions and status quo of hydropower and dam safety management among Lancang-Mekong countries will be carried out. (2019-06-21)
