---On July 25th, "Seminar on Small
Hydropower Development", jointly hosted by Energy
Research Institute of National Development and Reform
Committee and China Renewable Energy Scale-up Program,
was held in Beijing. Vice Director General of New Energy
Department of National Energy Bureau, Mr. Shi Lishan,
and Vice Director General of Hydropower & Rural Electrification
Bureau of Ministry of Water Resources, Mr. Xing Yuanyue
were present at the seminar and delivered important speeches.
More than 40 representatives from National Energy Bureau,
Hydropower & Rural Electrification Bureau of Ministry
of Water Resources, World Bank, Energy Research Institute
of National Development and Reform Committee, China Renewable
Energy Scale-up Program Management Office, China Society
for Hydropower Engineering, China Institute of Water Resources
and Hydropower Research, and the Local Power Bureaus ,
Energy Bureaus and Industry Associations of Hunan, Sichuan,
Zhejiang, Guizhou, Yunnan, Chongqing, Jiangxi, etc. attended
the seminar.
At the invitation of the World Bank,
HRC Director Ms. Cheng Xialei was present at the seminar
and delivered a keynote speech, which was entitled "Challenges
and Countermeasures of Small Hydropower Development in
China". On the basis of analyzing the current situation
and main problems of SHP development in China, combining
with the successful cases of some provinces, the report
put forward some countermeasures and proposals in terms
of paying attention to legal system construction, accelerating
the formulation of new incentive policy, strengthening
the optimal allocation of water resources, attaching great
importance to technical refurbishment of old power stations,
tightening up trade management, enhancing the supporting
role of science and technology and so on.
In addition, the experts from the
World Bank, Zhejiang Development Center for Hydropower
and other organizations respectively introduced "International
SHP Development and Successful Experiences", and
"CRESP SHP Projects in Zhejiang", etc. Discussions
were also arranged at the seminar. (2011-07-26)
