---On 28 April, 2011, NHRI President
Zhang Jianyun and his delegation held a meeting with HRC's
division chiefs and leaders. Mr. Zhang delivered an important
speech at the meeting. Proceeding from the analysis on
the spirit of "No.1 Document" released by the
CPC Central Committee and the State Council, the overall
development plan for water conservancy in 12th Five-Year
Plan, and the promotion of public institution reform,
President Zhang analyzed the opportunity HRC would face
in the future for its development and put forward proposals
on the work in the next step. Firstly, pay attention to
the quick and stable development of both domestic and
foreign business. Secondly, attach equal importance to
public welfare and scientific and technological development,
actively apply for state-support project, industry-specific
fund project, "948" project, promotion project
and others. Thirdly, focus on capacity building, including
laboratory construction, human resources construction,
qualifications construction, etc. Fourthly, attach importance
to platform construction, including SHP Engineering Center
of MWR, Clean Energy Sub Center of National Energy Bureau,
SHP Quality Inspection Center and Platform of international
training, etc. Fifthly, lay emphasis on administration
work, create a good institution and cooperation culture,
promote cultural and ideological progress, and pay attention
to the treatment of retirees. President Zhang said that
the compilation of the "30-year History of HRC"
is significant in that it can serve as both a mirror and
a textbook. Through reviewing the past we could build
on our achievements and inherit the legacy. President
Zhang completely agreed to and appreciated the development
thoughts of seeking "high-level scientific research,
large scale industry and expanded international cooperation",
which was put forward in HRC's 12th Five-Year Plan. He
also raised requirement for HRC to make scientific planning,
seize the opportunities, make explorations and innovations
and further create splendid future at a new starting point.
Vice Presidents of NHRI Mr. Liu Heng
and Mr. Chen Shengshui also delivered speeches and made
concrete suggestions on strengthening project application
and tracking, intensifying achievements, fostering new
points of economic growth, making full use of and implementing
more cooperation with the International Center of Small
