---From August 19 to 20, the meeting
of liaisons for foreign affairs of Ministry of Water Resources
(MWR) was held in Hefei city of Anhui Province. The meeting
was aimed to disseminate the policies and regulations
from the State Council concerning foreign affairs and
to summarize the experience and achievements of foreign
affairs with respect to water resources issues. Also,
it was aimed to analyze the new situation and new tasks
of foreign affairs of water resource domain and at the
same time to facilitate the construction of liaison team
for foreign affairs under Ministry of Water Resources
and optimize its working mechanism.
Vice Director of Huai River Water Resources
Commission Mr. Wangbin attended the meeting and gave a
speech; Vice Director-general of the Department of International
Cooperation, Science and Technology of MWR Mr. Liu Zhiguang
presented in the meeting and gave a talk. Mr. Liu introduced
the achievements made in 2009 and the first half of 2010
concerning foreign exchanges and pointed out that under
the current international background, we should attach
more importance to multi-lateral cooperation to push forward
the export of technologies and equipment concerning water
resources, especially the export of China's standards;
also, we need to intensify the cooperation with international
organizations to establish a good international image.
Mr. Liu fully appreciated HRC's contributions in foreign
aid training and specially commended Director of HRC Ms.
Cheng Xialei who had been bestowed the "Award for
Contributions to Foreign Aid" as a role model for
her great contributions to China's foreign aid course.
Vice Director-general of Bureau of
Supervision Mr. Chen Gengyin gave a report on Forbid to
travel abroad with Public Funds under the Disguise of
Public Function. A Leader from the Department of Foreign
Affairs Management of Ministry of Foreign Affairs was
invited to give a lecture on international situation and
foreign affairs management. This meeting has effectively
strengthened the building of liaison team for foreign
affairs of MWR, exerted the supporting role of foreign
affairs to the key areas of water resources, thus it will
definitely promote foreign affairs in the field of water
resources to develop in a sound and rapid manner.
More than 60 people participated in
the meeting, including liaisons from various departments
and bureaus, river basin commissions, agencies and institutions
of MWR and workers from some subunits of MWR and Chinese
secretariats of some international organizations. Ms.
Yu Huimin from Division of Foreign Affairs and Training
