---On the morning of July 7th 2009,
President of Nanjing Hydraulic Research Institute and
Secretary-General of NHRI CPC Committee Zhang Jianyun,
Vice Presidents Cai Yuebo, Chen Shengshui and Li Yun as
well as other cadres from related departments and research
institutes in NHRI came to HRC to announce the adjustment
and appointment of HRC's leaders.
President Zhang Jianyun presided over
the meeting and announced the appointment decision from
the leading body of Ministry of Water Resources: Ms. Cheng
Xialei was appointed director of National Research Institute
for Rural Electrification of MWR, director of Hangzhou
Regional Center (Asia-Pacific) for Small Hydro Power (with
one-year probation period), and the Secretary-General
of the CPC Committee of National Research Institute for
Rural Electrification of MWR; Mr. Chen Shengshui was removed
from his position of director of Rural Electrification
Research Institute of MWR, the Secretary-General of the
CPC Committee of Rural Electrification Research Institute
of MWR, and director of Hangzhou Regional Center (Asia-Pacific)
for Small Hydro Power (HRC). On behalf of Minister of
Water Resources Mr Chen Lei, President of NHRI Zhang Jianyun
issued Letter of Appointment to Cheng Xialei.

Mr Liu Zhaoheng announced the appointment and removal
decision of cadres made by the leading body of NHRI: Huang
Jianping was removed from the position of HRC's chief
engineer and was appointed the vice-director of National
Research Institute for Rural Electrification of MWR; Xie
Yiming was appointed CPC deputy secretary-general, secretary
of Discipline Inspection Commission with one-year probation
period.
After the announcement, President Zhang
Jianyun delivered an important address. He highly appreciated
the efforts that Vice-President of NHRI Mr Chen Shengshui
had made during the period when he was the director and
secretary-general of National Research Institute for Rural
Electrification of MWR, director of HRC. President Zhang
said, "Vice President Chen Shengshui has made vigorous
efforts and significant contributions to the development
and growth of HRC."
Later President Zhang put forwards
several specific requests to the new leadership of HRC:
first of all, the new leadership must be united,combat-effective
and always grasping the overall situation. Division for
work is needed; but more attention should be paid to cooperation.
Only with solidarity of the whole leading group can we
cultivate people of talents and produce fruitful outcome,
thus guaranteeing the sustainable development of HRC;
secondly, the new leadership must keep on learning to
increase their professional ability and theoretical level,
adjusting themselves to the new positions as soon as possible;
thirdly, the new leadership must be strictly self-disciplined
and build up their authority among the staff through their
own work performance.
Last but not least, President Zhang
Jianyun proposed specific requirements for the next phase
of development for HRC: We must expand both the domestic
and foreign markets through using leading techniques and
reliable quality so as to enhance our economic strength.
Proceeded from making excellent public welfare research
and providing service for the whole industry, we must
vigorously explore the domestic market and at the same
time broaden the foreign market through adjusting the
way of thinking, grasping the opportunities, and integrating
the resources; also we need to expand business scope so
that we can not only play a leading role on SHP but also
conduct research work on renewable energy by applying
professional and technical edge of other research institutes
under NHRI and well assist the construction work of renewable
energy base.
All the working staff and some of HRC's
