Leaders from the Bureau of Rural Hydropower and Electrification Development Gave Advice to HRC's Research Project for Public Benefit

   ---During Dec.12th to 13th, 2008, Leaders from the Bureau of Rural Hydropower and Electrification Development, MWR, headed by deputy director Mr. Liu Zhongmin, listened to the work report on the research projects for public benefit of MWR, namely "key technology research on security of rural hydropower station" and " overall plan and technology support of national water resources utilization allocation"
    After the report, Mr. Liu Zhongmin put forth two pieces of advice for the two projects. As to the first one, he pointed out that a basic information system should be established to serve as the main means to supervise the station security. A security assessment standard for civil works and hydroelectric equipment should be made. Key technology should be studied and introduced to enhance the safe operation capacity and standardize the safety management of rural hydropower stations. As the second project, the following advice was given: in line with the principle of limited, orderly and paid development of water resources, a classification and index system should be put forward. According to different types, we should formulate different management modes and analyze the issues of paid-use of resources and compensation. A long-term mechanism should be explored as to the combination of water resources development, farmers' benefits and local development.
    The personnel working on the two projects expressed that they would try their utmost to work for the two projects in conformity with Mr Liu's requirement.
    Present at the meeting are Mr. Fu Zilong and Mr. Zhang Xuejin from the Bureau, Mr. Liu Deyou, deputy director of IN-SHP, HRC's deputy directors Ms. Cheng Xialei, Mr. Xu Jincai and Mr. Huang Jianping, chief engineer of HRC.(2008-12-19)
