---On the afternoon of Nov. 7th, 2008, 
                        headed by Mr. Bao Xiaoqing, director of the institute 
                        of Water Resources Research in Pastoral Area, MWR, a panel 
                        of experts on studying and practicing "Scientific 
                        Outlook on Development" visited HRC. The panel consisted 
                        of 9 people, including Mr. Wei Yongfu, deputy director 
                        of the Institute, Mr. Hu Ling, vice general secretary 
                        and chiefs from related departments of R&D, administration, 
                        management and logistics. The theme of the activity was 
                        defined as " take Scientific Outlook on Development 
                        as guideline and improve the operational mechanism".
                         At the discussion meeting, Mr. Chen 
                        Shenghsui, director of HRC, introduced to the panel the 
                        briefings of HRC and measures taken to promote the development 
                        of HRC, including structural reform and talent cultivation. 
                        Then, Mr. Bao Xiaoqing also gave an introduction about 
                        the objective, content and agenda of the activity as well 
                        as the general conditions in recent years of the Institute 
                        of Water Resources Research in Pastoral Area, MWR. During 
                        the meeting, the visiting panel got the details of measures 
                        taken by HRC respecting allocation system, fiscal management, 
                        project management, personnel management and logistics, 
                        etc. 
                         Ms. Cheng Xialei, executive deputy 
                        director of National Research Institute for Rural Electrification, 
                        Mr. Li Zhigang and Mr. Xu Jincai, deputy directors of 
                        National Research Institute for Rural Electrification 
                        and the related departments chiefs attended the discussion
