                      in Sweden

                         ---Nominated by the Department of International 
                        Cooperation Science and Technology of Chinese Ministry 
                        of Water Resources, Ms. Zhang Tian, a project officer 
                        in HRC, was selected to attend the "Management of 
                        Hydro Power Development and Use 2008"¡ªan advanced 
                        international training programme held in Stockholm, Sweden 
                        from Oct.5 to Nov.1.  
                           The above mentioned courses was one 
                        of the global training progammes under the sponsorship 
                        of the Swedish International Development Cooperation Agency 
                        (Sida),aiming at enhancing managerial and technical skills 
                        and covering subjects of strategic importance to economic 
                        and social development for developing countries. Entrusted 
                        by Sida, Vattenfall and SWECO, respectively a largest 
                        Swedish energy company and a leading European industrial 
                        engineering consultative corporation, conducted the training 
                        programme, in which 28 delegates from 16 countries participated 
                        with 3 participants from China. 
                           The 28-day training was professionally 
                        managed, with optimized time distribution and rich course 
                        contents. Besides the specialized courses on hydropower 
                        and other energy sources fields, many non-technical hot 
                        topics, such as Gender Policies, Hiv/Aids & infrastructure 
                        development, etc., were introduced with the deep impression. 
                        It is worth mentioning that Sida is always paying much 
                        attention on the team-interaction in the classroom by 
                        the way of the "group work" teaching mode. Especially, 
                        the useful introduction of "Logical Framework Approach" 
                        (LFA) can update our abilities on how to scientifically, 
                        systematically and effectively analyze the causes of the 
                        problems and deep understand the opportunities and challenges 
                        of the hydropower development in the group-work discussions. 
                         
                           According to the demand of training 
                        programme, each participant should submit a "Change 
                        Project". The HRC delegate gave a presentation of 
                        the Change Project titled "To Enhance Managerial 
                        Skills for Future Training Programme and Exploit Potential 
                        SHP International Market", focusing on the remarkable 
                        contribution made by HRC to the global SHP development 
                        through 27 years' efforts in carrying out a great number 
                        of international training on SHP and unremitting efforts 
                        for recent few year in establishing good relationships 
                        with many countries on export trade of hydropower equipment. 
                        In addition, the new challenges ahead and the plan of 
                        action were analyzed adopting the advanced approaches 
                        learnt from this training. The result of implementing 
                        the "Change Project" in the next six months 
                        will be given and appraised in the Part II of the training 
                        programme to be taken place in Tanzania.  
                        It is earnestly expected that, with the new ideas obtained 
                        from Sida, we would be able to make an improvement on 
                        our future work and contribute more to the further promotion
